Will housing be allowed at The Ridge? Rochester City Council’s questions hold up decision

ROCHESTER — The City Council raised questions when considering a zoning change that would allow residential units to be built at property adjacent to The Ridge shopping plaza on Route 11.

In April, the city’s Planning Board gave the green light to a required zoning change to allow phase 2 of The Ridge property to switch from commercial use to residential. The reasoning is the commercial market has flattened out but the need for housing is great.

The change went to the City Council seeking final approval Tuesday night. Councilor Tim Fontneau asked what the impact would be on schools and city services, and how that will be paid as The Ridge project is under a tax-increment financing (TIF) agreement with the city, ending in fiscal year 2027. Other councilors chimed in with related questions.
